Temporary Residence Permit (TRP) and Registration of a foreigner’s passport

Temporary Residence Permit (TRP) is a document obtained to foreigners or stateless persons temporarily staying in the Republic of Kazakhstan. The TRP replaces the visa of the appropriate category for citizens of the EEC and CIS countries. Russian citizens need to obtain a temporary residence permit in order to stay in Kazakhstan for more than 90 days during a 180-day period.

Russian citizens can stay without registration of additional documents for up to 90 calendar days from the date of crossing the border of the Republic of Kazakhstan.

Do not forget about the mandatory requirement upon arrival in the Republic of Kazakhstan – to submit a notification to the Migration Authority within three business days from the date of entry into Kazakhstan, regardless of age, citizenship and purpose of stay. This is the first step upon arrival in Kazakhstan. After that, the TRP and IIN are issued.

Depending on the region of residence, the TRP can be obtained at the Migration Center or the departments of the Migration Authority. On average, the procedure takes 1-5 business days from the moment of registration of documents.

The RVP is obtained for the following purposes of stay in the Republic of Kazakhstan:

  • Work, treatment, study
  • Family Reunion
  • Opening and running a business
  • Missionary activity

Registration of a TRP for employment is possible on the basis of a power of attorney for the applicant and a petition from the employer, without the personal presence of a foreign citizen.

What documents are required for registration of a TRP for the purpose of employment?

  • Application form from the employer
  • Original passport
  • Employment agreement
  • Arrival Notification
  • Additional documents depending on the region of registration of the TRP

Validity period of the TRP: The TRP is execute according to the term of the employment agreement, but not for more than one calendar year. If the term of the employment agreement is concluded for a period of less than one year, respectively, the TRP is issued for this period.

Family member: The TRP can also be obtained to close family members of the employee for the same period as the foreign specialist himself. For registration of documents for the spouse (a), a marriage certificate will be required. For children, a birth certificate must be provided. The documents must be provided in a notarized copy with a mark of legalization/apostille, depending on the country of issuance of the document.

Children under 16 years of age do not need an TRP.

As a result of the provision of public services to foreign citizens, a certificate of temporary registration with a QR code, signature / seal of the Migration Authority reviewing officer is issued.

IMPORTANT INFORMATION: Since 01.09.2022, the TRP has become multiple, so after leaving and re-entering Kazakhstan, the TRP does not need to be restored, as it was necessary earlier.

Risk zones: it is very important to monitor the validity period of the TRP, since the late departure of a foreign citizen after this period entails a fine for both a foreign citizen and the host party / employer in accordance with Articles 517 and 518 of the Code of Administrative Offences of the Republic of Kazakhstan.

Who else needs a TRP registration?

  • Citizens of the EAEU countries: Armenia, Belarus, Kyrgyzstan and, respectively, Russia.
  • For citizens of Azerbaijan, Tajikistan and Uzbekistan.

In what term is it necessary to issue a TRP?

  • For citizens of Armenia, Belarus, Kyrgyzstan, Russia, Azerbaijan and Tajikistan – within 90 days from the date of entry into Kazakhstan.
  • For citizens of Uzbekistan – within 30 calendar days from the moment of entry into Kazakhstan.

Is it possible for citizens of the Russian Federation to use an internal passport for registration of a TRP?

At the moment, an option is being discussed so that only the foreign version is accepted. In the near future, it is planned to change the rules for issuing residence permits to foreigners. The proposed changes affected the submission of an application through a service provider or a state corporation. A foreign passport was added to the list of required documents. Previously, a copy and an original of the national passport were required.

Thus, the rules were brought into line with the Law of the Republic of Kazakhstan “On Identity documents”: “A foreign passport is a document recognized by the Republic of Kazakhstan as a document certifying the identity of a foreigner or a stateless person and confirming their legal status.”
