Temporary Residence Permit in Kazakhstan for foreign citizens. What is TRP and who needs it?
Temporary Residence Permit (TRP) is a document issued to foreigners or stateless people temporarily staying in the Republic of Kazakhstan. The TRP replaces visa of the appropriate category for citizens of the EAEU and CIS countries. Russian citizens need to obtain a temporary residence permit in order to stay in Kazakhstan for more than 90 days during a 180-day period.
Russian citizens can stay without registration of additional documents for up to 90 calendar days from the date of crossing Kazakhstani border.
However, it is important to remember about the mandatory requirement upon arrival in the Republic of Kazakhstan – notification submission to the Migration Service within three business days from the date of entry into Kazakhstan, regardless of age, citizenship and purpose of stay.
Depending on the region of residence, the TRP can be issued at the Public Service Centers of Migration or the departments of the Migration Service. On average, the procedure takes 1-5 working days from the moment of registration of documents.
The TRP is issued for the following purposes of stay in the Republic of Kazakhstan:
- Work, treatment, study
- Family reunion
- For business immigrants
- Missionaries
Documents registration for work purpose is possible based on a Power of Attorney for the applicant and an application letter from the employer, without the personal presence of a foreign citizen.
What documents are required for registration of a TRP for the purpose of employment?
- Application form from the employer
- Original passport
- Employment contract
- Notification on arrival
- Additional documents depending on the region of registration of the TRP
Validity period of the TRP: The TRP is issued up according to the term of the employment contract, but not for more than one calendar year. If the term of the employment contract is concluded for a period of less than one year, respectively, the TRP is issued for this period.
Family members: The TRP can also be issued to close family members of the employee for the same period as the foreign specialist’s registration. For registration of documents for the spouse, a marriage certificate; for children – a birth certificate must be provided. The documents must be provided in a notarized copy with a mark of legalization/apostille, depending on the country of issue of the document.
Children under age of 16 do not need an TRP.
As a result of the provision of public services to foreign citizens, a certificate of temporary registration with a QR code, signature / seal of the Migration Service inspector is issued.
IMPORTANT INFORMATION: Since recently, the TRP has become multiple entry, so after leaving and re-entering Kazakhstan, it does not need to be renewed, as it was necessary earlier.
Red flags: it is very important to monitor the validity period of the TRP, since late departure of a foreign citizen after this period entails a fine for both foreign citizen and the inviting party / employer in accordance with Articles 517 and 518 of the Administrative Violations Codeof the Republic of Kazakhstan.
Who else needs a TRP registration?
- Citizens of the EAEU countries: Armenia, Belarus, Kyrgyzstan and, respectively, Russia.
- For citizens of Azerbaijan, Tajikistan and Uzbekistan.
What is the time frame for TRP proceeding?
- For citizens of Armenia, Belarus, Kyrgyzstan, Russia, Azerbaijan and Tajikistan – within 90 days from the date of entry into Kazakhstan.
- For citizens of Uzbekistan – within 30 calendar days from the moment of entry into Kazakhstan.
