Obtaining a Residence Permit Under the Digital Nomad Residency Program for Russian Citizens
A Russian national approached us seeking a standard residence permit in Kazakhstan. After reviewing their documents, we noticed that the applicant held a university degree in IT and was actively working in the field – which opened additional, more advantageous pathways.

Beyond the standard residence permit, there are two alternative routes: the in-demand specializations track and the Astana Hub Digital Nomad Residency – a program designed specifically for IT professionals and digital nomads.
We do not recommend the in-demand specializations track, as it involves a more complex procedure and requires the applicant to continue working exclusively within that specialization. Why We Recommended the Digital Nomad Residency Program for the Russian National?
No bank statement required. There is no obligation to prove a minimum balance or provide financial statements.
Mostly online process. Around 80% of the application is managed digitally; only the final stage requires physical presence in Kazakhstan.
Higher approval likelihood. Applicants receive confirmation from the Ministry of Digital Development, Innovation and Aerospace Industry certifying that their skills align with in-demand specializations – significantly strengthening the application.
Step-by-Step Process: Digital Nomad Residency for Russian Citizens
Stage 1. Astana Hub Qualification Review
- After signing the service agreement, we collected documents confirming the applicant’s qualifications: university diplomas, professional certificates, and a portfolio of completed projects.
- We analyzed the documents and cross-checked them with Astana Hub’s list of in-demand specializations.
- We registered the applicant on the Astana Hub portal and submitted an application for qualification confirmation.
Required documents:
- Notarized copy of passport page 1, with a Russian-language translation
- Portfolio of projects and professional achievements
- Color passport photo (3.5×4.5 cm)
- University diplomas and professional certificates
- Employment contract
- CV / resume
- Motivation letter
- Criminal record clearance certificate
Important note: At this stage, an electronic version of the criminal record certificate is accepted. An original paper with signature and seal will be required at a later stage.
- While documents are being reviewed, the applicant completes an online competency test. A test link is typically sent within one business day. We recommend completing the test within 1-2 working days. The test itself takes approximately 20 minutes. Applicants must enable camera and microphone access, as the Ministry of Digital Development may review the recording if needed.
- After passing the test, applicants receive a link to a Google Calendar where they can book an online interview slot. The interview lasts no more than 10 minutes. Astana Hub recommends scheduling it within 1-2 days of receiving the invitation.
- Upon successful completion of the review and testing, Astana Hub issues an official letter of endorsement.
Stage 2. Submission via Egov.kz
– With the qualification confirmation in hand, the application is submitted through Kazakhstan’s e-government portal. The following additional documents are required at this stage:
- Proof of state fee payment
- Qualification confirmation from Astana Hub
- Completed application form.
- Criminal record certificate with apostilles stamp.
– The application review period is 45 calendar days. Once approved, the decision appears in the applicant’s Egov personal account.
Stage 3. Entry into Kazakhstan and Final Registration
– After approval, the applicant has 30 calendar days to enter Kazakhstan and visit the relevant authorities in person. If the applicant fails to arrive within this window, the decision is cancelled and they will be unable to apply for a residence permit for the following 12 months.
– Upon arrival in Kazakhstan, the applicant must:
- Submit an entry notification
- Obtain a fingerprinting certificate.
- Prepare a residential lease agreement.
- The applicant visits the Migration Department. Processing at this stage can take up to 10 working days. The following original documents must be submitted:
- Criminal record certificate with apostille.
- Printed application form
- Medical certificate
- Residential lease agreement
- Original Astana Hub letter of endorsement
- Fingerprinting certificate
Note: Each document carries specific formatting and content requirements. We prepare all documents in accordance with current legislation and practical local requirements. Requirements may vary by city – and even by district within the same city – due to differences in how local migration offices interpret the regulations.
– After receiving the migration office’s conclusion, the applicant visits a Public Service Centre to obtain their Digital Nomad Residency ID card. At this stage, the property owner must be present (or represented by proxy), fingerprints are taken again, a photo is taken (dark clothing is recommended against the white background), and state fees are paid – with an option to pay for expedited processing if needed.
– The applicant receives their Digital Nomad Residency permit – a Kazakhstan residence permit issued specifically for IT professionals and digital nomads.
