Nostrification of diploma for dentist in Kazakhstan
One of the recent services rendered was nostrification of University degree in Kazakhstan on higher professional education of a citizen of the Russia Federation in order to recognize his diploma of a dentist for further employment. Since the diploma holder was in Russia, he sent a certain list of documents (listed below) by post to Almaty. Subsequently, the documents were submitted for nostrification in Kazakhstan on the basis of a power of attorney.
Nostrification of an educational document is a procedure, which is performed for official recognition of documents by state authorities, obtained in other states and foreign educational institutions. In our case, to obtain confirmation of the significance of a foreign educational qualification – a diploma of a dentist, obtained in Russia.
Our client is a citizen of the Russia Federation, a member state of the Eurasian Economic Union. According to this agreement, for the possibility of labor activity of migrant workers on the territory of Kazakhstan, documents on education issued by educational organizations of Eurasian Economic Community member states (regardless of the year of issue) are recognized from January 1, 2015 without recognition.
However, since our client wishes to be employed as a dentist in Kazakhstan, he needs to first recognize his higher diploma of dentistry. According to the rules, “persons with documents on education, claiming to engage in pedagogical, legal, medical or pharmaceutical activities, must undergo the procedure of recognition of educational document for subsequent employment in the Republic of Kazakhstan”. Moreover, nostrification of the diploma is required for persons who have documents on academic degrees and academic titles, and persons who wish to continue their studies in Kazakhstan.
During the consultation, client was interested which of his diplomas are subject to nostrification inKazakhstan and which are not. The answer was:
- All diplomas on basic secondary, general secondary, technical and vocational, post-secondary, higher and postgraduate education are subject to recognition.
- The diploma supplement is a mandatory document at the time of applying for diploma nostrification.
- Diplomas on professional retraining with a qualification in a certain field are not subject to nostrification.
The service of nostrification of the diploma-dentist was carried out in the State-owned corporation “Government for Citizens” of Almaty through a power of attorney. Officially, it is also possible to submit through the web portal of “e-government”, however, at the time of the service this option was not possible due to technical problems.
Since Russia is a member of the Hague Convention, the term of nostrification of diploma submitted to the State Corporation of Almaty is 45 working days. This period of time for consideration of documents applies to all member countries of the Hague Convention, if the documents are submitted in Almaty. However, in practice, the results of the review came out in 24 working days.
The cost of the state fee for the recognition of a higher diploma or postgraduate education was 10 MCI. Depending on the level of education, the state fee differs in cost. Thus, the state fee for nostrification of:
- Documents on basic secondary and general secondary education – 6 MCI
- Documents on technical and vocational education – 8 MCI
- Documents on higher and postgraduate education – 10 MCI
- Production of duplicate certificate of recognition or nostrification of education document – 3 MCI
The following list of documents has been requested to apply for diploma nostrification in Kazakhstan:
- Notarized copy of the diploma of higher education together with its appendices.
- Notarized copy of the 1st page of the passport.
- Power of attorney for our company to submit documents without the presence of the diploma holder.
- Application for recognition of the education document was filled out by us.
- ID of our proxy representative who submitted the documents for nostrification.
- A receipt of payment on behalf of the diploma holder. It is required to obtain an IIN from the diploma holder in advance.
Since the diploma of higher education, awarding the qualification of doctor-dentist, was issued in the Russia Federation – a member state of the Minsk Convention, according to which documents do not require additional legalization and apostille stamp, apostilization of the document was not required. Notarized copies of documents were provided. Translation of the documents was also not required, as the diploma was issued entirely in Russian.
