C11 visa to Kazakhstan for minors

The C11 visa is issued to minors (under 18 years of age). It is valid for multiple entries, ranging from 1 to 3 years. The visa is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan within the Republic of Kazakhstan.

The process takes an average of 10 working days from the date of submission of documents to the migration services. In rare cases, the National Security Committee may extend the approval for up to 30 calendar days.

Step-by-step action plan

  1. Entry into Kazakhstan and submission of an entry notice within three business days.

  7. Obtaining a C11 visa.

An important point: the original passport is being withdrawn for the period of consideration. Accordingly, the child can not travel at this time.

CASE:

We were approached by a Turkish citizen who came with a child on a visa-free regime for 90-180 days. At the border, they were informed that there were 11 days of visa-free travel left. We recommended applying for a C11 visa for minor family members of Kazakh citizens. The spouse of gr. Turkey was gr. Kazakhstan, so in our case it was the best option.

What kind of difficulties we have faced

  1. The citizen of Kazakhstan was in Turkey for business and could not come to Kazakhstan. Only her husband was present. She wrote out a power of attorney for him, but the power of attorney was without an apostille mark. A new power of attorney with an apostille stamp was urgently issued and sent to Kazakhstan.
  2. At the same time, the birth certificate was also apostilled. According to the legislation, if a document is issued abroad, it is not recognized on the territory of Kazakhstan without an apostille/legalization mark, with the exception of the countries of the Minsk Convention.
  3. The child’s entry notice was not submitted within 3 working days. We filed a notification in the city, but my mother had a residence permit in the region. There were 2 scenarios: to send a notification to the child at the mother’s place of residence and register the documents in the region, or scenario No. 2, the mother changes her residence permit to the city, and we go to urban migration.
  4. Since the client had previously personally paid the state fee for urban migration, it was decided to register the mother in the city. Fortunately, it is possible to do this online.
  5. After submitting the documents, a C11 visa was issued for up to 1 year. An important point: in our case, a single-entry visa was issued, because we paid the state fee for a single entry in order to save money. According to the law, you can immediately apply for a multiple-entry three-year visa.

AN IMPORTANT POINT

– when applying to migration in Astana with a similar request, we were redirected to the PSC to obtain permanent residence status. Permanent residence status is not granted to children under the age of 16, and we have sent a request to government agencies to clarify further actions.

– the situation in Astana was slightly different, because the child renounced the citizenship of Kazakhstan in the territory of the Republic of Kazakhstan and received a passport from another country through the embassy also in the territory of the Republic of Kazakhstan.

  • The applicant is a minor foreign national;
  • one or both parents (legal representatives) have legal grounds for residence in the Republic of Kazakhstan (citizenship or residence permit)
  • a written request from the legal representative has been submitted;
  • the consent of the second parent or documents confirming sole custody has been submitted.
